The European Education and Culture Executive Agency (EACEA) is a multi-programme Executive Agency based in Brussels.

The objective of this external selection procedure is to constitute a reserve list of 10 successful candidates. The list will be valid until 31/12/2027.
Following an agreement between the Directors of the Executive Agencies the reserve list might be shared with the other Executive Agencies[1]. The mission of the unit R1 is to provide excellence in the management of human resources, communication, document management and workplace. It ensures that the Agency makes the best possible use of the human resources allocated to it to fulfil its mission, in full respect to the highest ethical principles and defines an HR strategy which focuses on both the wellbeing of staff and the alignment with the business goals, matching skills and business needs. It also acts as a strategic partner of the Senior Management in supporting change and (re)designing a fit-for purpose organisation and fosters staff engagement via an integrated internal communication strategy and corresponding actions. Unit R1 also manages the logistics of the working environment, by creating a nice place to work within the framework of the corporate policies and provides support to ensure modern and effective document and information management.
Contribute to planning, implementing and monitoring HR policies and processes in the line with the Agency objectives and HR Strategic Plan and in accordance with Commission HR policies.
HUMAN RESOURCES MANAGEMENT – Learning and Development
· Co-ordinate training needs assessment, implementation of the training and development plan and organisation of all training actions within the Agency.
· Coordinate the L&D team.
· Negotiate with training providers and ensure the development of training modules as well as materials and procedures.
· Support the HoS HR in managing the Learning and Development budget including the related procurement procedures and follow-up on execution of L&D framework and service contracts.
· Ensure the organisation of training courses to cover specific needs within the Agency and manage the subscriptions using EULEARN.
· Ensure the quality and the impact of the training and take appropriate remedial action if required.
· Provide training advice for staff.
HUMAN RESOURCES MANAGEMENT
· Provide advice, in coordination with the HoS and HoU, to staff on ad-hoc and complex HR issues, in particular of a legal nature, in accordance with the Staff Regulations and CEOS, the relevant implementing provisions and applicable law.
· Act as contact point for personnel issues. Provide support to staff and line managers.
· Ensure efficient implementation of HRM processes within the Agency in a timely, consistent and fair manner and in accordance with the applicable rules and principles. Regularly examine and re-engineer internal HR processes with a view to streamline them, automate procedures and improve their impact in the performance of the organisation.
· Ensuring quality, accuracy and confidentiality of personnel data as well as analysis and reporting of it.
HUMAN RESOURCES MANAGEMENT – Performance Management
· Ensure the application of the appraisal system, by a full, consistent and timely completion of reports, in adherence to the Commission guidelines.
· Coordination of the appraisal and reclassification exercises at Agency level.
· Advise Officials, Contract Agents and Temporary Agents, Reporting and Countersigning officers on action to be taken in order to guarantee correctness and effectiveness of appraisal process: objective setting, self-assessment, dialogue, appraisal, procedure, deadlines, roles and responsibilities.
· Ensure the correct process execution, supervising all process phases and through adequate interaction in the Agency and with DG HR.
· Guarantee accuracy of data to be used as input for the promotion process and accuracy of data as output of the process execution.
· Undertake additional tasks required by the hierarchical superior(s) in the interest of the service.

If pre-selected by the Selection Board, candidates will be invited by EPSO to sit a series of computer-based multiple-choice question (MCQ) during the time window corresponding to the present call for expression of interest.
Only candidates that have successfully passed an EPSO CAST selection in FGIV will be invited for a remote (online) interview.
Please note that only candidates that comply with all the 'Eligibility criteria' and 'EPSO - Contract Agents Selection Tests - CAST' under QUALIFICATIONS AND EXPERIENCE REQUIRED will be considered for further steps of the selection procedure.

Candidates must be included in the European Personnel Selection Office (EPSO) database for contract agents in function group IV and have successfully passed the EPSO selection tests for that function group. Candidates invited by EPSO to sit the tests are responsible for booking their appointment in due time considering that the booking and testing periods are limited. A Selection Board, responsible for assessing the applications, interviewing, and drawing up the reserve list of candidates, will be appointed by the Director and will be composed of at least three members, including a member designated by the Staff Committee of the Agency.

The Selection Board will perform a comparative assessment of all eligible candidates based on information in the application form. The assessment will be based on the selection criteria (essential and advantageous) listed above.

A maximum of 20 [8] pre-selected candidates with the highest score at the assessment of the applications, and who have successfully passed the FGIV EPSO CAST, will be invited for a remote (online) interview.

The interview will be marked out of 100 (pass mark: 70).
Reserve list
After checking the candidates’ supporting documents, the Selection Board will draw up a reserve list composed of the eligible candidates who have obtained the highest overall marks following the interview, until the number of successful candidates sought is reached[9]. Candidates will be placed on the reserve list in alphabetically order.
The list will be valid until 31/12/2027. The validity of the reserve list may be extended by decision of the Authority Authorised to Conclude Contracts of EACEA.
Inclusion of candidates on the reserve list does not guarantee recruitment. Recruitment will be based on the availability of posts and budget.

The Agency applies the Commission Decision C(2017)6760 final of 16/10/2017 on the General Provisions Implementing Article 79(2) of the Conditions of Employment of Other Servants of the European Union, governing the conditions of employment of contract staff employed by the Commission under the terms of Articles 3(a) and 3(b).
The monthly salary for a Contract Agent 3(a), function group IV grade 13 step 1, consists of a basic salary of € 4.449,31, supplemented with various allowances, if applicable (e.g. expatriation allowance, household allowance, dependent child allowance and education allowance). The provisions guiding the calculation of these allowances can be consulted in the Conditions of Employment of Other Servants of the European Communities (CEOS). The salaries of contract staff 3(a) are subject to a European Union tax deducted at source. Contract staff 3(a) are exempted from national tax on salary and are members of the European Union social security and pension schemes.
The place of employment will be Brussels where the Agency is based.

The time limit set out for this type of procedure is 3 months starting from the date of notification of the act adversely affecting the complainant.

Candidates may submit a judicial appeal based on Article 270 of the Treaty on the Functioning of the European Union and Article 91 of the Staff Regulations.
